I inclose copies of a

letter

to the Board. Trade on the subject

of

the

refusal of the Authorities at "Hong Kong to allow the 3.5. " Priaui" Passenger to carry passengers under a Certificate alleged to have expired, and of

the Board of Trade's reply.

It will be noticed that the Board do not dispute my

statement

that the Authorities' action is en-

tirely without precedent. They say however that being in ac-

cordance with a Colonial Or- dinance they have no power to question it.
